Mr. Fogelman will moderate a panel entitled, “Policy and Practice in the Federal Cap and Trade System to Reduce Greenhouse Gas Emissions.”  The session will focus on RGGI, WCI and state experiences in the context of the Obama Administration's proposals for a cap-and-trade system.  Key topics will be the context for cap-and-trade, the various approaches to verification; raising the level of awareness about how various cap-and-trade approaches affect climate change and greenhouse gas reduction, creating and maintaining a viable Federal system, and the pros and cons of the current approaches. The presentations will address the present status of cap-and-trade initiatives and how they fit with greenhouse gas policy.  Additional material will be offered on how these issues are currently being addressed.
